Winnie passed away Friday morning at Northern Mahaska Nursing and Rehab. Center in Oskaloosa at the age of 100 years, 1 month and 25 days.
As was her wish, her body has been cremated.

Maxine Winnifred Parcell, daughter of Wilbur J. and Theresa Quigley Targart, was born August 30, 1908 in Fargo, North Dakota. Winnie moved to Oskaloosa as a young child after the death of her mother and she was raised by her uncle and aunt, Mr. & Mrs. Tom Targart. She was a 1926 graduate of Oskaloosa High School and later moved back to North Dakota to care for family members. She eventually returned to Oskaloosa where she married Richard R. Parcell in 1948. He died November 16, 1958. Winnie worked as a sales clerk at the Central Bookstore in Oskaloosa and later as an assistant to the librarian at the Oskaloosa Public Library. She was an avid reader. She was a member of the Central United Methodist Church, D.A.R., King’s Daughters and Mizpah Circle.

- Winnie's family includes her cousins:Charles & Ellen Kentfield of Oskaloosa and Marian Quibley of Dana, FL. Nephew Tommy Agre of Las Vagas, NV. Nephew-in-law Robert Lorentz of Ardmore Ok. Great nephews Bobby and Tommy (Cher) Lorentz of Ardmore, OK and Great niece Shannon Wiese of West Salem, WI.

Besides her parents and her husband, Winnie was preceded in death by her brother Tom Targart, an aunt, Wilma Kentfield and a niece Janet (Targart) Lorentz.
